Target CPA is a Smart Bidding strategy in Google Ads that controls bids so that conversions on average occur at a defined cost-per-action (CPA) target value. The advertiser sets the desired CPA; the algorithm scales volume as far as this CPA can be maintained on average. Unlike Maximize Conversions, which simply spends the budget at maximum volume, Target CPA has a hard efficiency brake: too few conversions in the target range mean the algorithm reduces bids and volume sinks. Prerequisite for stable use: at least 30 conversions per month per campaign, ideally 50-100, so the algorithm model learns statistically robustly.
What this means in mandate practice
Target CPA is one of the most useful Smart Bidding strategies — and at the same time one of the most common sources of misuse.
First, the set target CPA must be realistic. Those who set a target CPA below the campaign's historical average CPA force the algorithm model into too narrow an efficiency zone — volume breaks away without the CPA improvement materializing. Realistic specification: target CPA at 95-110 percent of the historical average CPA. Optimization happens through gradual reduction over several weeks, not through jumpy setting.
Second, Target CPA reacts sensitively to conversion data quality. Delayed conversion signals (e.g., server-side tracking with 24-48 hour lag) lead to the algorithm interpreting historical performance incorrectly. Those working with lead conversions whose actual economic viability becomes known only days later should use Target CPA with caution or work with Custom Conversion Values.
Third, the interaction with budget pacing is relevant. With too tight daily budgets, the Target CPA algorithm gives up — it cannot optimize both constraints simultaneously. Practice recommendation: daily budget at least 3-fold the target CPA, ideally 5-10-fold, so the algorithm has enough room for optimization. Those who work with too tight budget-CPA ratios often experience „stuck" campaigns with low volume and unclear performance behavior.
